| 9.1 | The Service Code and Police Code | |
| The Service Code of the Oceanic Union shall be responsible for administering the operations and procedures of the Public Service consistent with the constitution, whereas the Police Code shall be responsible for administering the code of conduct, functions and operations of law enforcement officials. | ||
| The Police Code depends in part upon the Service Code in the fair operation and respect of the Public Service and of the independence of courts in the fair hearing of charges and cases of accused persons. | ||
| Similarly, the Service Code in part depends upon the just operation of the Police Code in administering the code of conduct, functions and operations of law enforcement officials. | ||
