11.1 The code as a consolidated accumulation of laws  
  The proper procedure of all Police in relation to civil and criminal law matters shall be determined by the present Code alone.  
  As the Code is required to be the one and only consolidation of all police procedure in relation to criminal and civil law, no other document other than the Police Code shall be permitted to be used as the primary reference upon which the proper function, purpose and procedure of the police shall operate.
