| A properly equipped and skilled police force is able to effect greater and more powerful law enforcement that a force greater in numbers but with less equipment and support. | ||
| All police forces should be based on the recruitment of quality recruits that are well equipped and support rather than larger numbers of police with less equipment and material support. | ||
